Democràcia.web (Democracy.web) is a project promoted by the Jaume Bofill Foundation. It is one of a number of similar projects related to electronic democracy. Its particularity lies in the fact that it is conceived from Catalonia and in the light of Catalan governmental institutions. Democrˆcia.web has the support of the Catalan Parliament, and collaborates closely with the Parlament Obert project, promoted by the Universitat Oberta de Catalunya.

The goal of Democràcia.web is to promote information, debate and citizen participation through the Internet. Democràcia.web aims to use the Internet to build a new bridge of communication between citizens and their political representatives. Also, Democràcia.web wants to facilitate knowledge about other electronic democracy projects and, in this way, to contribute to the debate about democratic innovation.

What does Democràcia.web offer?

Democràcia.web has two main sections. One of these sections is in Catalan; therefore we offer you the possibility to find out more about our project and put forward your opinions by sending us an e-mail.

Democràcia Electrònica (Electronic Democracy): Democràcia Electrònica is the service and information section of the web site. It is the only section in Catalan, Spanish and English. This allows people from different societies to participate in a debate that is really important for all of us. In Democràcia Electrònica you will find articles about democratic innovation, experiments on the Internet and a complete directory of political web sites in Catalonia, Spain and other countries with similar democratic systems.

Parlament on line (Parliament on line): This is the main section of the Democràcia.web project and also the one that has the most innovative proposals to encourage citizen participation though the Internet. It has a very definite field of action: the Catalan Parliament. That is why the language of communication is basically Catalan. Through Parlament on line, every Member of Parliament can know the citizens' opinion about the bills being discussed in the Parliament. Also, citizens have an instrument to make their opinions about parliamentary work heard and give rise to amendments (at a point in the process when they can give rise to amendments).

Who promotes Democràcia.web?

The Democràcia.web project is promoted by the Jaume Bofill Foundation, a private cultural Foundation created in 1969 that has its central office and field of action in Catalonia. Its goal is to encourage initiatives in the social science field which are likely to give rise to a deeper understanding of our society and to yield results conducive to its betterment.

The Jaume Bofill Foundation is independent of government, political parties, religious affiliation and established social and economical groups. This independence does not however imply neutrality towards the major ideological, political, social and moral questions of our society and of the planet.

The Foundation works on four-year programmes. Its priority fields of action for the period 1997-2000 are:

1. Reinforcement of democratic society
2. Attention to immigrants
3. Betterment of education
4. Cultural development

In these four areas, the Jaume Bofill Foundation, besides taking actions of its own initiative, is willing to collaborate with other organisations and to give support to proposals submitted by others.
